I'm the office administrator for a 200-person manufacturing company. I manage about $400,000 in annual purchasing across eight vendors, and I report to both operations and finance. I don't design parts, I don't run machines, and I'm not a safety engineer. My job is to make sure every purchase request makes sense, gets the right paperwork, and doesn't become a problem for accounting later.
People usually think the hard part is negotiating prices. It's not. The hard part is getting everyone to explain what they actually need. A request like 'we need a TRUMPF 3D printer' can mean a hundred different investments. Here's the checklist I use to keep those requests from going sideways. It has five steps.
Before we start, one boundary. I can tell you if a quote is complete. I can't tell you if a machine is technically correct. That's what engineers are for. In this post, I'm describing a purchasing process, not a manufacturing engineering guide.
Step 1: Write Down the Job, Not the Brand
When an engineer asks for a TRUMPF metal 3D printer, the first thing I ask is, 'What is the part supposed to do?' If they can't answer that clearly, we aren't ready to buy anything.
I need the requester to explain the material, the part size, the quantity, and the post-processing expectations (yes, I make them write it down). A TRUMPF metal 3D printer is a major investment. It's normally a powder-bed system for producing metal components, not a desktop gadget. The TruPrint line is a good example. The decision to buy one depends on production need, not just 'we like the brand.'

Step 2: Compare Total Cost, Not Sticker Price
This is where my value over price opinion gets loud. The cheapest quote on a spreadsheet is rarely the cheapest purchase.
When I compare quotes, I include machine price, delivery, installation, rigging, training, operator certification, tooling, consumables, maintenance contracts, spare parts, expected downtime, and repair or rework costs. If a vendor can't or won't itemize these, that's a red flag.
Here's a real example. I had to approve an indexable milling cutter repair about two years ago. The repair quote from one vendor was $200 cheaper than the other. I went with the cheaper one. The cutter failed after about three weeks, and the replacement cost me $800 more than the original repair quote. The $200 savings turned into a $1,000 problem. I still remember sitting with that invoice, thinking, 'I should have known better.'
Per FTC advertising guidelines, performance claims need substantiation. That matters in procurement. If a vendor says a machine or a repaired tool cuts at a certain tolerance, ask for test data and a reference. If they can't provide it, factor that into your decision.
Step 3: Understand the Service and Repair Reality
A machine is only valuable when it's running. Before I sign a purchase order for a TRUMPF 3D printer, I want answers: Who services it in our region? Is there remote diagnostics? How long before a technician arrives? Are spare parts stocked nearby or sent from overseas?
For tooling, the same logic applies. An indexable milling cutter repair might sound like a small thing, but the quality of the repair affects the entire production run. I ask three questions before sending out a cutter body:
- Can the shop document the runout and alignment?
- Do they remove the existing coating before repairing the insert seat?
- Will they inspect and certify the cutter after repair?
If the answer is no, I don't care how cheap they are. I also learned during our 2024 vendor consolidation project that a service contract with a same-day response window is worth the extra cost. Downtime is the real enemy. The lowest service quote is meaningless if it comes with a 'we'll get to it next week' attitude.
Step 4: Ask About Safety and Don't Guess at the Answers
This might be the most skipped step. Laser equipment comes with real safety requirements. A metal 3D printer or a CO2 laser cutter is not an office printer. It needs proper ventilation, enclosures, eye protection, fire safety, and operator training. I'm not the person to design that, but I'm the person who asks the requester to confirm it before I release funds.
Every now and then someone asks me a question that has nothing to do with procurement. 'When can I exercise after CO2 laser?' is one I've heard. I am not a dermatologist. I don't know, and I won't pretend to know. If you're here because you typed that into Google, this isn't the article you need. That's a health question, not a purchasing question. I told the person they shouldn't trust a buyer's guess on something like that.
If the question is about a CO2 laser in a factory, that's also not my call. That's an operator safety and facility engineering issue. A good buyer knows what the buyer is allowed to decide. I decide which vendors to use and what to pay. I don't decide medical questions, legal questions, or engineering specifications.
Step 5: Set a Follow-up Date
When the equipment arrives, set a reminder for 30 days, 90 days, and 12 months. Compare the actual output to the claims in the original proposal. Did the TRUMPF metal 3D printer run the planned shift? Did the repaired cutter hold tolerance? Were spare parts available when you needed them? Write it down.
I didn't do this in my first year. I approved a service contract because the sales rep was convincing. Eleven months later, I realized the promised response time was never real. I had no records, so I couldn't fight for a credit. Now I keep a simple file for every major purchase: proposal, acceptance criteria, service notes, and performance reviews.

Some other observations from five years of doing this:
- When I took over purchasing in 2020, I made the classic rookie mistake: I approved a large order without a written acceptance test. That cost me a restocking fee and a very awkward conversation with my VP.
- Verify invoicing before you order. A vendor who can only produce handwritten receipts cost us $2,400 in rejected expenses. I ended up covering part of that from the department budget.
- Trust your gut if the spreadsheet says one thing but something feels off. The numbers said Vendor B was 15% cheaper with similar specs. My gut said stay with Vendor A. I stayed. A few months later, Vendor B had reliability problems in another division. I dodged a bullet.
- Be honest about uncertainty. This was accurate as of Q4 2024, but lead times and pricing have been changing quickly. Verify current numbers before you create a budget.
Total cost of ownership includes the base price, setup, tooling, training, maintenance, downtime, and rework. The lowest quoted number is where the conversation starts, not where it ends.
That sentence has saved me more times than I can count. If you remember nothing else from this checklist, remember that.
